In most countries it is not a problem to take your lease car across the border, think of Belgium, France or Germany, etc. But there are countries where you have to be able to indicate that you are the owner of the car, even if it is a lease car! This is mainly about Eastern bloc countries: Morocco, Turkey, Romania, Serbia, Poland, Slovakia, Bulgaria, Belarus, Ukraine, Moldova and Croatia.
With this authorisation, you do still have to visit the Chamber of Commerce and the embassy or consulate first. It is a bit of a hassle but you don't want to be refused at the border and be able to turn around and drive home, because without the authorisation you really don't enter the country. You should therefore take this into account when you want to take your car across the border. That way you know exactly where you stand and you will not face any surprises at the border.
