We would like to inform you of an important change in the BPM exemption for commercial vehicles. From the beginning of 2025, the BPM exemption for entrepreneurs of vans with an internal combustion engine will lapse. The government is actively pushing for stricter vehicle standards at European level and aims to ban fossil vehicles with combustion engines from 2030, five years earlier than the European Commission proposes (from 2035).
In addition, we would like to inform you about the consequences of Budget Day 2022. From 2025, the grey license plate scheme for entrepreneurs will be abolished according to the tax plan. Until 2025, company cars can still enjoy the BPM exemption. BPM will be calculated based on the van's CO2 emissions, with each gram of CO2 emissions amounting to €66.91 in BPM. Moreover, the motor vehicle tax for vans will increase by 15 per cent from 2025. After a simultaneous reduction of 4.34 per cent, this results in a net increase of 10.1 per cent. In 2026, this tax will increase by a further 6.96 per cent.
Independent studies by the Court of Audit and research firm SEO have shown that the current arrangements for commercial vehicles cause significant tax losses in the car sector. Moreover, vans emit more CO2, nitrogen oxides and particulates compared to passenger cars. For these reasons, the government has proposed to abolish the van exemption for entrepreneurs (grey license plate scheme) from 1 January 2025, as stated in the Tax Plan 2023.
